Canada’s Minister of Transport Lisa Raitt has announced changes to make air cargo screening more efficient. Approved shippers will be allowed to screen cargo at any point in the secure supply chain—from the location where it is packed to where it is loaded on an aircraft. These changes will be more flexible and help reduce bottlenecks, while meeting the highest security standards, said the minister.

Shippers will have to apply to Transport Canada and will be subject to a rigorous application process and, if approved, ongoing oversight and enforcement.

The measures will come into effect on 17 October, 2016. In addition to bringing Canada in line with international shipping standards, they will help advance Beyond the Border—the Canada-US Action Plan on Perimeter Security and Economic Competitiveness.
